Ports the BGPPeer connectionMode documentation from #3071 to the 3.23-2 tree. The field ships in Calico Enterprise 3.23.3 (calico-private #13760 and #14038), so the published 3.23 docs need it when that patch is released.
Keep in draft until #3071 merges and 3.23.3 publishes. Any wording changes from the #3071 review will be mirrored here.
