Summary

Add Checkr integration: 56 tools covering candidates, invitations, reports (ETA, progressive checkpoints, review actions, tags, assessments, verifications, addresses), screenings, adverse items/actions, packages, geos, nodes, programs, counties, subscriptions, continuous checks, documents, account, and users
Add Checkr block with API key auth, canvas sentences for every operation, and BlockMeta templates/skills
Add 31 webhook triggers (typed report, invitation, candidate, verification, adverse action, and continuous check events, plus All Events) with automatic webhook registration/cleanup via POST/DELETE /v1/webhooks and X-Checkr-Signature HMAC verification
Surface Checkr's two-webhooks-per-account limit in trigger setup and as a clear deploy error
Add Checkr icon (#009BB5), docs page, and regenerated catalog/metadata artifacts
Re-record tool-registry-boundary baseline: this PR adds the block and trigger modules to the v2 blocks/connector-types routes; the remaining delta was existing staging drift

- Reuse an existing Checkr webhook for the trigger's callback URL instead of creating another, and keep it while an active deployment still uses it, so redeploys work at Checkr's two-webhook account limit - Type list inputs as arrays with item schemas; Set Report Tags rejects invalid input instead of clearing every tag - Reject report adjudications other than engaged - Declare always-emitted null outputs as nullable

Checkr requires state for US work locations and country for non-US ones, so the item schema no longer marks state required for every location.

Each one-line trigger file was a separate module in every graph that reaches the block registry; one events module keeps the integration within the tool-registry-boundary module baseline.
