Only window urgency hint no longer possible with new notification preferences setup #8058

Bug description

Previously, on Linux, I had Signal configured to only use the window urgency hint ("Draw attention to this window"), nothing else, when a message arrived. With the new settings layout, this no longer seems possible, I must have "Enable notifications" on, and I always get a popup notification, and the urgency hint. Would it be possible to have the notifications enabled, with the popup disabled, and the urgency hint enabled? For me, and possibly for other people using this feature, just having the urgency hint is enough of a notification.
