I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.
Overall summary
When playing video attachments in Signal Desktop, the playback volume always defaults to 100%.
Changing the volume for one video is not remembered when opening another video or reopening a video. Each newly opened video starts at full volume again.
It would be preferable for Signal Desktop to remember the user's last selected video volume instead of resetting to 100% for every video.
Steps to reproduce
Open a conversation containing a video attachment.
Open/play the video.
Lower the video's volume using the video player's volume control, for example to 20%.
Close the video and open it again, or open another video attachment.
Check the volume level.
Expected result
The video player remembers the previously selected volume level.
For example, if the volume was changed to 20%, subsequently opened videos should start at approximately 20% volume rather than reverting to full volume.
Actual result
Every newly opened video starts at 100% volume, regardless of the volume selected for the previously played video.
I do not understand why that would be wanted? If the volume in general is too loud maybe just change system volume and not the playback volume? When stopping a video at 1:27, do you want the next video to start at 1:28 or should the player forget that information and start at the beginning?

Because Signal's app isn't entitled to dictate how one should setup their system's volume. Any other application that has a playback feature keeps in memory the volume preference that was last used, as good UX practices suggest.

There is obviously a difference between playback volume preference, and where the timestamp cursor was at in a video. That question is frankly nonsensical and out of scope to the issue's core.
This is an issue for me too. On my end most of the time, the volume of videos and voice notes/calls/notifications differs significantly, so I don't want to adjust the volume for everything, just for videos.

Sorry about this, does it happen in Chromium for you? We don't do anything special for video playback.
