Fixes #1833.

The "Timeouts, waits, and delays" section of the library introduction documents timeouts, implicit wait, page load timeout and Selenium speed but not the action chain delay, even though the action_chain_delay import argument and the Set/Get Action Chain Delay keywords have existed since SeleniumLibrary 6.1. This adds a short subsection after "Selenium speed" explaining the 250 milliseconds default and how to change or read the value.

The PluginDocumentation.test_many_plugins approval file is updated as well, because it covers the library introduction.

How checked: python utest/run.py → 257 passed, 4 skipped. robot.libdoc output contains the new "Action chain delay" section.
