Not landing this one: Microsoft.Build.Utilities.Core 18.10.1 no longer ships a net10.0 runtime assembly, and this repository targets net10.0.

Package 18.9.6 lib/ 18.10.1 lib/
Microsoft.Build.Utilities.Core net10.0, net472 net11.0, net472 (+ ref/netstandard2.0)
Microsoft.Build.Framework (pinned exactly [18.10.1]) net10.0, net472 net11.0, net472 (+ ref/netstandard2.0)

A net10.0 project still compiles, because it binds the netstandard2.0 reference assembly. But no runtime DLL is copied, so every test that loads a task fails at run time. The local pre-commit gate showed this in all four *.Tasks.Tests projects (37 + 17 + 15 + 1 failures), each with:

System.IO.FileNotFoundException : Could not load file or assembly 'Microsoft.Build.Utilities.Core, Version=15.1.0.0, ...'
System.IO.FileNotFoundException : Could not load file or assembly 'Microsoft.Build.Framework, Version=15.1.0.0, ...'

MSBuild 18.10 is the .NET 11 SDK line, so this bump belongs with the move to net11.0, not in a net10.0 dependency wave. The other two bumps from this wave (#1066, #1065) landed on main separately.

…net11.0 move

18.10 is the .NET 11 SDK line: Microsoft.Build.Utilities.Core and the Microsoft.Build.Framework it
pins exactly ship lib/net11.0 + lib/net472 only, where 18.9.6 ships lib/net10.0. A net10.0 project
still compiles, because it binds ref/netstandard2.0, so the build stays green and only the tests that
load a task fail — 70 of them across the four *.Tasks.Tests projects, all
FileNotFoundException on Microsoft.Build.{Utilities.Core,Framework}, Version=15.1.0.0. Measured on
#1064 (18.9.6 -> 18.10.1), which is closed with that finding.

Dependabot now ignores >=18.10 for it, so the same unmergeable pull request is not reopened at 18.11,
and the check-dependency-updates pin table says why and when to lift it.

Looks like Microsoft.Build.Utilities.Core is no longer being updated by Dependabot, so this is no longer needed.

Closing: this bump cannot land while net10.0 is still one of the targets, for the reason in the comment above — 18.10 drops the net10.0 runtime assembly, the build stays green, and the 70 tests that load an MSBuild task fail with FileNotFoundException … Version=15.1.0.0.

main now builds net11.0 alongside net10.0 (RaskNetTargets), which does not change this: 18.9.6 serves both, because a net11.0 project happily consumes lib/net10.0, while 18.10.1 has nothing for the net10.0 half.

To stop the same unmergeable pull request coming back at 18.11, main now ignores >=18.10.0 for Microsoft.Build.Utilities.Core in .github/dependabot.yml, beside the Roslyn pins held for the same kind of reason. The entry says what to check and when to lift it, and the check-dependency-updates pin table carries the same note.

Lift the ignore with the move to net11.0, and bump Microsoft.Build.Framework in the same change — 18.10.1 pins it exactly.
