   This is related to the previously resolved #276 (which added pipeline ID linking for completed results) but covers the gap when jobs are still queued.

   Recommended approach: In TestingFarmRunsTable.tsx and TestingFarmRun.tsx, add conditional logic to fall back to the Testing Farm API requests URL when web_url is empty or the status indicates a queued/pending state. Note that the correct API base URL may vary by environment — check whether a configuration value already exists or needs to be introduced.

   Proposed test case:

   Given a testing-farm run with status "pending" and empty web_url
   When the TestingFarmRunsTable or TestingFarmRun component renders
   Then the pipeline ID should be a clickable link to the TF API requests endpoint
   
   Given a testing-farm run with a populated web_url
   When the component renders
   Then the pipeline ID should link to web_url (existing behavior preserved)
