This issue tracks the deprecation and removal of the advisor recommendation apply tool (advisor_recommendation_apply) from the Azure MCP Server.
The apply tool returned static infrastructure-as-code "rules" for a fixed set of Azure resource types, served from embedded JSON files bundled in the Advisor tool. These rules were not grounded in live Advisor content and required manual maintenance per resource type.
Reason for Deprecation
The tool's capability is superseded by the new advisor remediation get tool (advisor_remediation_get, see [ONBOARD] Azure Advisor – remediation get tool #3267), which returns grounded, ready-to-run remediation packages — ordered steps plus executable artifacts in CLI, PowerShell, Bicep, ARM, and Terraform — backed by the Advisor Remediation ARM API.
The apply tool's embedded, non-grounded IaC rules are redundant and overlap with the remediation experience, creating confusion about which tool to use.
Removing it reduces tool-surface overlap and maintenance burden (22 embedded resource rule files).
Scope of Removal
Delete RecommendationApplyCommand, RecommendationApplyOptions, and its tests.
Remove the 22 embedded resource rule JSON files and the EmbeddedResource item group.
Unregister the command and drop apply/IaC wording from the Advisor command group descriptions.
Remove the apply result registration from AdvisorJsonContext.
Remove the tool from consolidated-tools.json, azmcp-commands.md, and e2eTestPrompts.md.
Add a breaking-change CHANGELOG entry.
Replacement / Migration
Users and agents should use:
advisor remediation get (advisor_remediation_get) for ready-to-run remediation steps and artifacts.
advisor recommendation tools (list, summary, update) for recommendation discovery and lifecycle.
Impact
This is a breaking change: the advisor_recommendation_apply tool will no longer be available. Validated locally — Advisor unit tests pass (343/343), the server builds clean, and the apply command no longer resolves at the CLI or in the MCP tool list.
