Azure best-practices learn=true request hangs for ~54 minutes without timeout

Describe the bug

In a Copilot coding session on Windows, Copilot called the Azure MCP tool
azure-get_azure_bestpractices with:

And the tool call stalled without returning a failure.

Expected behavior

The learn: true request should return the available commands and their input schemas promptly. If discovery cannot complete, the tool should return a clear error within a bounded timeout so the Copilot session can continue or use another method. Manual cancellation should also stop the pending request promptly.

Actual behavior

The call remained pending for approximately 54 minutes, from about 9:36 AM to
10:30 AM PDT on September 18, 2026. It returned no guidance, validation error,
or timeout. The session could continue only after the call was manually
interrupted.

After interruption, Copilot displayed:

The execution of this tool, or a previous tool was interrupted.
