Production image builds were reinstalling dependencies after routine source changes, and the deploy workflow built the image twice. This change improves Docker layer reuse with manifest-first dependency installation and BuildKit cache mounts, fixes the GitHub Actions cache scope, and builds once for both S3 asset upload and ECR publishing.

Validated with a successful production Docker build and actionlint on the updated workflow.

Copy application configuration and Metro custom icons before mix deps.compile so dependency artifacts use production configuration.
