ESLint configuration references an undeclared @typescript-eslint plugin #213

Summary

The tracked ESLint configuration cannot be loaded from a frozen dependency install because it references @typescript-eslint/eslint-plugin, which is not declared in package.json.

Reproduction

corepack yarn install --frozen-lockfile --ignore-scripts --non-interactive
corepack yarn eslint . --ext .ts,.js --no-error-on-unmatched-pattern

The second command exits 2 while loading .eslintrc.js, because the configuration declares the @typescript-eslint plugin but the dependency list contains only @typescript-eslint/parser.

Expected behavior

The checked-in ESLint configuration should be executable using the repository's declared frozen dependency tree.

Actual behavior

ESLint stops during configuration loading, before it can inspect any source files.

Impact and scope

Contributors cannot use the repository's tracked lint rules as a quality gate. I am filing this as issue-only because choosing and adding/upgrading a development dependency should be confirmed by the maintainers rather than bundled into an unrelated fix.
