Make the desktop window reliably draggable across its top edge #189

Reported by Ian while dogfooding: the top bar is consistently difficult to grab. Add a dedicated, full-width native drag hit area matching the thin highlighted strip at the very top of the window, without stealing clicks from tabs, project selection, or window controls. Keep browser layout unchanged.

Verify dragging above the navigation, project sidebar, and main pane, along with existing controls and double-click zoom. Related: #5.

    Shipped in canary 0.0.16 after #190 and version-bump #191 passed CI and merged. Release: https://github.com/githubnext/ace2/actions/runs/37632531915

    Published feed and downloaded artifact verified. The dedicated native strip occupies the top 8px across the window. Physical dragging and tab/control interaction still need a human smoke check: signed Ace-dev built and rendered, but desktop focus timed out and the accepted background drag did not move the window (#68/#106).
