Adds a CI workflow that runs on pull requests and pushes to
main:bun install --frozen-lockfile,bun types, thenbun run ci(dprint + oxlint). It runs onubuntu-24.04with the same pinned checkout/setup-bun actions and Bun 1.4.0 as the desktop release workflow. Superseded PR runs are cancelled;mainruns are not. There are no test suites yet, so this covers what the repo checks today.
