Registered with 014 as parent and status experimental — no published generated-code branch is claimed (no publish block; guide renders 'n/a'). The lesson content is sourced from a new functional-delta.md explaining the cash-leg obligation, the fdc3.payment instructions + UETR correlation, what the local mock simulates vs what the BankerX adapter verifies, and outcome rendering. Runs green under the merged learning-parity gate (finos#474) and verify-spec-coverage.sh. Also merges upstream main (finos#473, finos#474) into the branch.

A new state pack can currently appear in the Specs portal while being absent from the state catalog, learning guides and visual learning paths. Existing generated-document checks only validate the catalog's listed entries, so an entirely omitted state can pass CI. This surfaced while reviewing #470.
Add a coverage gate that requires every numbered spec directory to be catalogued as a state or explicitly listed as a portal-only feature in
specs/README.md. For every catalogued state, including planned states, require its learning guide, sidebar entry, learning index/catalog entry, graph node and parent edges. The existing generated-document freshness checks remain in place.The gate and eight regression tests run through
verify-spec-coverage.sh, which both docs/spec CI workflows already invoke. This PR is based onmainand contains only the reusable checks and tests.
