Issue and PR templates #409

Hello !

I've just had a look at the project, it's awesome and cool, I've submitted a issue and PR too 😄 , One thing I noticed was that the project doesn't contain any Issue templates and PR templates, This would be a good and pointful addition to the project.

Have a great day 😃
