Upgrade devfile registry operator to use operator SDK v1.39.1 #1626

User Story
As a registry operator provider, I want to ensure the operator sdk is kept up to date and in sync with supported k8s and go versions so there is no breakage when running makefile commands.
Continuing from #1106, we'll need to perform the same operator sdk upgrade process to sync version with current Go 1.22 and Kubernetes 1.31.0.
Acceptance Criteria
- Perform all migration steps to operator sdk v1.39.1 to be in sync with k8s v0.31.0 and go 1.22: https://sdk.operatorframework.io/docs/upgrading-sdk-version/
- Ensure all testing passes
- Ensure README are documented with this changes
