As per this suggestion, you may need to first accept the License and GDPR terms, i.e.
speedtest-net --accept-license --accept-gdpr- you only need to run this once.I had the same issue, but after accepting the License and GDPR terms, the "silence" was gone.
Edit: The readme also hints to this.

Same issue here. Repo hasn't been updated since last year. Tried accepting terms with no luck.
