Generate expected bump version comment when receiving a new pull request #1510

We have occasionally merged pull requests that included unexpected version bumps. We probably could have a GitHub action that generates such comments whenever PR is received and maybe make it someone else can reuse as well

Submitted three companion PRs that implement the workflow and make it reusable:
.github/workflows/pr-bump-preview.ymlto this repo and documents the pattern indocs/tutorials/github_actions.mdso commitizen's own incoming PRs get the preview comment.setup-cz, handles exit code 21, sticky comment via marker,pull_request_targetfor fork PRs) and is now ready for review.examples/pr-bump-preview.yamlso users ofsetup-czcan copy the same workflow.All three workflows share the same logic so the pattern is easy to reuse.
