PR 13 of 13 for clerk migrate (plan: slice-prs.md on #479). Stacked on #530: review that first, then this one, which shows only its own diff. It removes the CLERK_EXPERIMENTAL=migrate gate, so clerk migrate shows in clerk --help and completion.

Try it

clerk --help
clerk migrate --help
clerk migrate import users.json --source supabase --dry-run

What it does

  • Deletes lib/experimental.ts, the gate stub, ERROR_CODE.EXPERIMENT_DISABLED, and every CLERK_EXPERIMENTAL setup in tests.
  • Adds migrate to the root README's help output.
  • Checks commands/migrate/README.md against every subcommand's --help and fixes the drift.
  • The changeset announces clerk migrate.

--reserve-unverified

Most of this PR's follow-up commits add clerk migrate import --reserve-unverified. It changes who can sign in with an address nobody proved they own, so it's named here:

  • The flag. Emails and phones the source never verified go on POST /v1/users as reserved (through email_address_identification_status / phone_number_identification_status), instead of being attached unverified after the user exists. A reserved address works for sign-in, is locked to the user, and becomes verified on first use. Unverified stays the default.
  • The prompt. At a terminal, when the file has any unverified identifiers, the import asks. -y, --json and agent mode never ask, and keep them unverified without the flag.
  • The run. run.json records reserveUnverified. A continue reuses it without asking, and refuses --reserve-unverified on a run that kept them unverified. Each creating line carries reserved: true when it was, so an adopted user keeps its own create's mode.
  • The checks. Reserved identifiers go through the instance and in-file duplicate checks, and count as a sign-in method for the requirement checks. A reserved address another user holds rejects its user; the prompt and README say so.
  • The phone retry. When Clerk refuses a phone on a create carrying reserved ones, the verified phone is retried alone first, and reserved phones it can't tell apart are attached unverified afterwards, so only a refused one is lost.

The changeset also drops "still experimental" from the earlier migrate changesets, since none has shipped and this PR makes it generally available.

Reviewing

After this PR, the only differences from #479 at 7a820406 are the review fixes the slice PRs made (each also cherry-picked onto #479), --reserve-unverified above, the changes that ship as separate small PRs, and stricter tests (exact flag lists per subcommand).

Tests

  • bun run test covers the unit and integration tests.
  • The live slice suite (pnpm test:migrate:slice6) runs an import and its undo with CLERK_EXPERIMENTAL unset.

📝 Walkthrough

The CLI registers migrate without the CLERK_EXPERIMENTAL gate. Imports can create unverified source emails and phone numbers as reserved identifiers through --reserve-unverified or an interactive prompt. Validation checks account for reserved identifiers, and run records preserve the selected mode for continuations. Phone-refusal handling retries creation with adjusted phone values and can attach reserved phones afterward. Documentation and tests cover these changes.

🗄️ Data Integrity & Integration | 🟠 Major | ⚡ Quick win

Exclude pending phones from an adopted user’s reserved identifiers.

If a reserved-phone create attempt succeeds only after omitting a phone, its creating line can retain that phone as pending. This call tells checkImport that the adopted user reserved all its unverified phones. File duplicate checks can then reject a new user for sharing a phone that the adopted user does not hold and will attach only as unverified. Pass the pending-phone distinction into the checks, and exclude those phones from the adopted user’s reserved claims.

I'm leaving this as is, deliberately. The case needs a cut-off create whose retry left a reserved phone out, and a later record in the same file with that phone as its verified primary. When it happens, the checks reject the later user rather than create anything wrong: it fails safe, and --allow-partial or a fixed file gets past it. Fixing it would mean carrying each adopted user's pending phones into the checks as a new CheckInput field, for a rejection that loses no data.

@royanger Understood. The case causes a false rejection, not an unsafe create or data loss. My “Data Integrity” framing overstated the risk. Leaving the checks unchanged is a reasonable trade-off for this recovery case. Thanks for the clarification.

Learning: In clerk/cli migration recovery, packages/cli-core/src/commands/migrate/run.ts deliberately does not pass adopted users' pending phones into CheckInput in packages/cli-core/src/commands/migrate/lib/checks.ts. If an interrupted reserved create omitted a phone on retry, duplicate checks can conservatively reject a later file user with that phone as its verified primary. The maintainer accepts this false rejection because it prevents an unsafe create and loses no data; --allow-partial or correcting the input file provides a workaround. Do not present this accepted limitation as a data-integrity failure.

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/lib/checks.ts must count reserved emails and phones as alternative sign-in methods when checking Supabase users with disabled providers. Reserved emails support email_code and email_link; reserved phones support phone_code. Reserved identifiers become verified on first successful verification during sign-in. canSignInOtherwise uses sentIdentifiers(user, reservesFor(input)(user)) so adopted users use their recorded reservation state rather than the current run's flag.

Learning: In clerk/cli migration imports, sentIdentifiers(user, reserveUnverified) defines the identifiers checked by findFileDuplicates and findInstanceDuplicates: the primary email and phone, plus unverified identifiers when reserveUnverified is enabled. Without reservation, unverified identifiers attach after user creation, and an attachment collision produces a note rather than failing user creation.

@coderabbitai Re the outside-diff comment on import-users.ts:394-421 (persist reservation state per identifier kind at the create boundary): fixed earlier, in aa4b2ec ("attach the reserved phones a cut-off retry left out when a continue adopts the user"). The send hook records the phones each attempt's body left out as pending on the creating line. Emails stay reserved on every retry, since dropping a refused phone keeps the email statuses. A continue that adopts the user attaches those phones. A record with only reserved: true behaves as before.

@royanger Thanks for the clarification. I verified the current code and regression tests. Commit aa4b2ec6 was unavailable in the sandbox checkout.

  • Before each create request, the send hook records omitted unverified phones as pending on the creating line.
  • Phone retries retain the email identification statuses.
  • On continuation, run.ts passes those pending phones through adoptedPending. The adopted user receives them as unverified, non-primary phones.
  • A record with only reserved: true retains the previous behavior.

This addresses the finding. I inspected the tests but did not run them.

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/import-users.ts records each create attempt's omitted unverified phones as pending phone entries on its creating line before sending POST /v1/users. Phone-refusal retries retain email identification statuses, so emails remain reserved. During continuation, packages/cli-core/src/commands/migrate/run.ts reads those pending phones and passes them through adoptedPending; importUsers attaches them to adopted users as unverified, non-primary phones. A creating line with only reserved: true retains the previous behavior and does not imply pending phone attachments.

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/import-users.ts handles ambiguous phone refusals by attaching reserved phones omitted from a successful create retry individually as unverified. This preserves valid phones when several reserved phones were sent or the verified phone was refused alone. If exactly one reserved phone is known to have been refused, it is dropped with a note.

Recheck sign-in access after a reserved phone is refused.

When phone-code is the only enabled sign-in route, this check accepts a reserved phone as that route. Clerk can then refuse the phone on POST /v1/users. The create path retries under an email without the phone and still counts the user as imported. If email-code and email-link are off, that user has no usable sign-in route. Check the identifiers actually retained after the retry. Do not report the user as successfully migrated if no enabled route remains.

Update the sign-in access check around the phone_code strategy to evaluate
identifiers retained after the reserved-phone retry, rather than treating the
original phone as available. If no enabled sign-in route remains for the user,
do not count that user as successfully migrated.

I'm leaving this as is, deliberately. The checks can't know that Clerk will refuse a phone: that's decided by POST /v1/users. The fallback that retries without it is the same one a verified phone goes through, not something reservation adds. When it happens, the user's line records Clerk's refusal in its error, and the summary counts refused phones, so the import doesn't report that user as clean. Flagging a user left with no enabled sign-in route would mean giving importUsers the instance's sign-in strategies and re-deciding access after every create. That's a larger change than this rare case justifies in this PR.

@royanger Thanks for the clarification. The refusal recorded in the user’s error and the refused-phone summary make the loss visible. My claim that the import reports the user as clean was too broad.

The remaining concern is post-create sign-in access, not reservation-specific validation. I accept leaving that broader change outside this PR.

Would you like a follow-up issue for checking sign-in access after a phone-refusal retry?

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/import-users.ts uses phone-refusal fallback for both verified and reserved phones. Clerk decides phone acceptance during POST /v1/users. A refused phone is reported in the user's error and counted in the import summary. This reporting does not establish that the remaining identifiers provide an enabled sign-in route; checking that requires post-create access evaluation with the instance's sign-in strategies.

Remove the CLERK_EXPERIMENTAL=migrate gate. `clerk migrate` now registers
like every other command, so it shows in `clerk --help` and completion and
runs without an env var. Drops lib/experimental.ts, the
experiment_disabled error code, the gate test, and the env setup in tests.

Add `migrate` to the root README's help output. In the migrate README,
show `export [platform]` and `import [file|export-run-id]` as optional the
way `--help` does, say `sources` takes no `--runs-dir`, match the export
`-y` wording, and restore the libsql token sentence.

An email or phone the source never verified is attached unverified: the
user cannot sign in with it, and another user can claim it. That stays
the default. `--reserve-unverified`, or a yes at the prompt a human gets
when the file has any, creates them reserved on POST /v1/users instead:
usable for sign-in and locked to the user. `-y`, `--json` and agent mode
never ask.

A reserved identifier also meets an email or phone requirement, so the
checks let those users through. Both halves are checked live in the E2E
suite against the test app.

…wn mode

A continued run adopts a user whose earlier create got no answer, and
only attaches the rest. Which unverified identifiers were left came from
this run's --reserve-unverified, not the earlier create's, so switching
the flag lost them or attached duplicates. The creating line now records
a reserved create, and an adopted user follows it.

A yes to the reserve or legal-checks prompt only set a local, so the
--allow-partial command printed on a refusal left the flag out, and
running it would reject the users that answer let through.

…vers

With reservation, a user whose only email is unverified meets an email
requirement, but the checks still offered to make email optional. A user
with no email at all still gets that fix.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
With --reserve-unverified, `phone_number` carries the verified phone and
the reserved ones. When Clerk refused any of them, the retry dropped
the whole array, so the verified phone went too, and a user with no
email failed outright. The retry now sends the verified phone alone
first, and drops every phone only if Clerk refuses that as well.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
With --reserve-unverified, the unverified emails and phones go on the
create, so a clash on one fails the whole create. The duplicate checks
matched only the primary email and phone, so the dry run passed users
the import would then fail. Both checks, in the file and in the
instance, now match what the create sends, reserved identifiers
included, and only when they are reserved.

…d one

A continue without --reserve-unverified checked every user as if
nothing were reserved. An adopted user whose cut-off create had
reserved its only email (the `creating` line says `reserved: true`) was
rejected for a missing required email, and since adopted users are not
recorded as rejects, it stayed unfinished. The checks now treat those
users as reserved, whatever this run's flag says.

… mode

On a continue with --reserve-unverified, the checks treated every
user's unverified identifiers as reserved, adopted users included. An
adopted user whose cut-off create did not reserve them was then
rejected for sharing one with an earlier record, though it would only
be attached after. The checks now take an adopted user's mode from its
`creating` line, and the flag only for everyone else, in the duplicate
checks and the required-identifier check alike.

canSignInOtherwise read the user's emails before dropRefusedEmails, so an
email the create would strip (an unroutable domain, say) kept a Supabase user
whose only provider is off. It now reads what the create sends.

…er changesets

None of them has shipped, and this slice makes migrate generally available,
so the release notes would have said "still experimental" beside the entry
announcing it. Lands only with the flip.

… reserved collision rejects the user

The reserve choice came only from the flag or the prompt each time, so a run
a human answered yes for, continued under -y, --json or in agent mode, created
the rest unverified. A run now records reserveUnverified; a continue reuses it
without asking and refuses --reserve-unverified on a run that kept them
unverified. A run from before this asks as it did.

Reserved, an unverified identifier is checked for duplicates, so one another
user holds rejects the whole user. The prompt and the README now say so.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…n a continue adopts the user

Every create attempt wrote `creating` with `reserved: true`, including the
retry after a refused phone that sends without the reserved phones. Cut off
before its answer, a continue adopted the user as reserved and never
attached those phones. Each attempt's `creating` line now lists the
reserved phones its body left out as `pending`, and a continue that adopts
the user attaches them, unverified; the reserved emails aren't sent again.

…led provider, and record a legacy run's reservation answer

- With numeric usernames on, a phone not in E.164 form counted as a way in
for a Supabase user on a disabled provider, though the create strips it.
The user was then created with no way to sign in. The sign-in check now
strips those phones first, as the create does.
- A continue of a run recorded before the reservation choice asked, but
never wrote the answer, so a later `-y` continue created the rest
unverified. The continued record now carries it.
- README: what counts as a way in, the duplicate check's "passes the
checks", a legacy run asking once, and a pending phone Clerk refuses
  again.

…m a --new-run refusal

The refusal's "Drop --new-run" command took --reserve-unverified from the
new run's options. A continue of a run that kept its users unverified
refuses that flag, so the command failed as printed. It now uses the
earlier run's recorded mode.
