Clean cherry-pick of c75e58e from maven-3.9.x (PR #11146, MNG-8598). The MAVEN_PROJECTBASEDIR substitution logic in both mvn and mvn.cmd is byte-identical to what's already merged on 3.9.x. The only contextual differences (jansi→jline) are pre-existing in the 3.10.x base from #12567. No new code, no adaptation needed — straightforward backport. Milestone 3.10.0 already set.
