github.event.issue.author_association returns CONTRIBUTOR when MEMBER is also true #643
Describe the bug
For pull requests opened by a MEMBER, github.event.issue.author_association returns CONTRIBUTOR.
To Reproduce
Steps to reproduce the behavior:
Have a MEMBER of a repo, who has also contributed (merged a PR), open a new PR.
Expected behavior
Have a way to see if the author is a member, which can gate workflows in public repositories to only run when a PR is opened by a MEMBER.
I found that this behavior also occurs when the repository is public but belongs to an organization, and the author has their visibility set to Private in the People tab at the organization level. When I changed my visibility to Public, github.event.issue.author_association started to return MEMBER every time.
