The combination of the The important question is why the allowed-model set ends up empty. That can be caused by account/seat entitlements, organization or enterprise model restrictions, or potentially a backend-side issue. The error alone doesn't distinguish between those cases. I’d first select a model that is explicitly available in the Copilot Chat model picker (or If the same error occurs with an individual account or with models that are visibly available in the picker, I’d report it to GitHub Support with the timestamp, VS Code/Copilot Chat versions, selected model, and any request/correlation ID. That would help determine whether this is an entitlement/policy mismatch or a server-side routing issue. |

Here's a detailed, community-style answer you could post: The combination of the 403 Task API error and the message: "HydraFusion has no executable constituent after applying the allowed-model policy" suggests that the request is failing during model selection and routing, not because the Copilot Chat extension failed to load. In simple terms, Copilot Chat appears to start correctly, but when it tries to send your prompt to an AI model, GitHub's backend cannot find a model that your account is currently permitted to use. Possible Causes
If your GitHub account does not currently have access to Copilot Chat features, the routing service may reject the request with a 403 error. Check: GitHub Settings → Copilot If your Copilot access is provided through a company, school, or organisation account, administrators can restrict which models are available. A common scenario is: User has an active Copilot seat ✅ Ask your Copilot administrator to verify: Your seat assignment The 403 could also indicate that the extension is authenticated incorrectly. Try: Open Command Palette (Ctrl+Shift+P) Close VS Code Open the Copilot Chat model picker and verify whether any models are available. Try: Auto If the model list appears empty or models immediately fail, that strongly points toward an entitlement or policy problem.
Because the error references internal routing infrastructure ("HydraFusion"), there is also a possibility of a GitHub service-side problem. Check: GitHub Status If other users are reporting similar errors at the same time, the issue may not be local to your machine. Diagnostic Checklist Try the following in order: Basic Checks If the issue persists, collect: GitHub username Before sharing logs publicly: ✅ Leave: Error message ❌ Remove: Access tokens Based on the evidence you've shared, the most likely explanation is that Copilot Chat is successfully launching, but GitHub's model-routing system cannot find a permitted model for your account after applying entitlement and policy checks, resulting in the 403 error and the HydraFusion message. This is usually related to account access, organisation policy, or a backend entitlement mismatch rather than a VS Code installation problem. |

GitHub Copilot Chat Error: HydraFusion has no executable constituent after applying the allowed-model policy
Hi everyone,
I’m currently experiencing an issue with GitHub Copilot Chat in VS Code and I’m hoping someone can help me understand what is causing it.
Whenever I try to use Copilot Chat, I receive the following error:
I also noticed the following information in the GitHub Copilot Chat extension:
GitHub Copilot Chat, Built in
Activation: Activated by
onStartupFinishedeventCopilot Usage:
Uncaught Errors (1):
The Copilot Chat extension itself appears to be activated successfully, but the chat requests are failing with a 403 error.
I have already tried clicking Try Again, but the same error continues to appear.
Has anyone experienced this HydraFusion / allowed-model policy error before?
I would appreciate any suggestions on how to fix it or whether this could be related to my Copilot account, model access, subscription, or VS Code configuration.
Thanks!
